As per Central Motor Vehicles Rules, 1989, the FASTag had been made mandatory for registration of new four wheeled vehicles since December 1, 2017 and is being supplied by the vehicle manufacturers or their dealers.

“It had further been mandated that the renewal of fitness certificate will be done only after the fitment of FASTag for the transport vehicles. Further that for national permit vehicles the fitment of FASTag has been mandated since October 1, 2019,” the statement said.

The government also said that a valid FASTag is mandatory while getting a new third party insurance through an amendment in FORM 51 (certificate of Insurance), wherein the details of FASTag ID shall be captured. This shall be applicable w.e.f. April 1, 2021. Apply Fastag online.

New Delhi: The transport ministry has made it mandatory for vehicle owners to have a FASTag to avail any exemption on all types of toll fee, including discount for users who make a return journey within 24 hours. A notification amending the National Highways Fee (Determination of Rates and Collection) Rules, 2008 notified as per GSR 523 (E) was issued on Monday to this effect. Apply Fastag online now.

What is FASTag?

It is a sticker or a tag usually pasted on the windscreen of the car. The device uses Radio Frequency Identification (RFID) technology to communicate with scanner installed at toll plazas. Once the car crosses the toll plaza the requisite toll amount is automatically deducted from a bank account or a prepaid walled linked to the FASTag. Vehicles can drive through plazas without stopping. If the tag is linked to a prepaid account like a wallet, or a debit/credit card, then owners need to recharge/top up the tag. If it is linked to a savings account, then the money will get deducted automatically after the balance goes below a pre-defined threshold. Once a vehicle crosses the toll, the owner gets an SMS alert on the deduction. The alert is like money getting debited from accounts or wallets.

How do I get a FASTag?

They are available online on all major retail platforms like Amazon, PaytmSnapdeal etc. They are also available at points of sale locations set up by 23 banks. The list includes all major banks. Road Transport Authority offices also sell these tags. The government is expanding the network to cover dealers, agents, fuel stations, commercial centres et al so that access to a FASTag is not a problem. The National Highways Authority of India (NHAI) through its subsidiary Indian Highway Management Company Limited (IHMCL) sells and operates FASTag. FASTag taken from one bank cannot be used with the account of another bank. So users prefer buying FASTag from the bank in which they have their bank accounts.

Besides, NHAI sells bank-neutral FASTags issued by the IHMCL online which are not linked to any bank and the user is free to choose his mode of payment to be linked to the FASTag account. This type of FASTag is currently the most popular. There are around 20 million FASTag users. There are an estimated 50 million vehicles in India. The number of FASTag users has grown 400 per cent in a year. In December last year it was not even one crore.

What will happen if you enter a FASTag lane without having a FASTag by mistake?

Ideally the highway marshals should not allow you to enter a FASTag lane. But in the event that you find yourself in a FASTag lane, double the toll amount is to be paid. Even if your FASTag is not functional due to some damage to the RFID or it does not have enough balance, you are liable to pay double the toll amount. There is a thinking among policymakers to rope in a system with banks wherein in such cases the user can pay cash and the tag is recharged through a payment gateway (like Bharat Bill Payment System) on the spot. “The toll collection through FASTag first time crossed ₹80 crore per day on December 24, 2020, with record 50 lakh FASTag transactions per day, a historical landmark,” NHAI said in a statement.

With FASTag being mandatory for vehicles from January 1, 2021, the NHAI has made all necessary arrangements to provide seamless movement of vehicles at toll plazas, it said.

Adoption of FASTag has helped highway users save time and fuel at the toll plazas, NHAI said.

It added that the digital transaction has got a push following the recent amendment in the Central Motor Vehicle Rules.

FASTag is easily available at over 30,000 points of sale (PoS) across the country and mandatorily available at NHAI toll plazas, it said.

It is also available online through Amazon, Flipkart and Snapdeal. The FASTag programme has partnered with 27 issuer banks and has included several options to simplify its recharge facility such as Bharat Bill Payment System, UPI and Paytm, as well as My FASTag mobile app.

In addition, cash recharge facility is also being provided at PoS at toll plazas for convenience of users.

FASTag uses radio-frequency identification (RFID) technology, which provides users a smooth crossover at toll plazas without halting. The payment is made digitally through the FASTag linked to the bank wallet.

NHAI said that as social distancing has become the new norm, commuters are increasingly looking at FASTag as a toll payment option since it is contactless.
